In this respect it is significant that during this period West Germany was still able on average annually to expand her exports more than twice as fast as imports - while other countries achieved just about equal rates of increase. 26: The rise in prices which did occur was largely due to increases imposed by foreign trade partners upon German exports; consequently it did not give rise domestically either to greater income demands or inflationary expectations. 27: When world-wide prices began rising rapidly after January last year West German producers were able for some time longer than their foreign competitors to maintain unchanged export prices; they were able even temporarily at times slightly to reduce them owing 28: * HWWA-Institut für Wirtschaftsforschung-Hamburg (The Hamburg Institute for International Economics). 29: thereto. This resulted however not only from price rises being postponed owing to longterm contracts but also from structural changes which occurred during recent years as well as from a variety of other factors which gave German industry a considerable competitive advantage over foreign rivals. 30: However during recent months German producers have been forced gradually by world-wide inflationary trends increasingly also themselves to raise their prices. Consequently during recent months too domestic price increases have accelerated noticeably. 31: ## Losses on Foreign Trade 32: During recent months West German exporters have experienced increasing difficulties as regards maintaining their export prices at former levels. While exports rose until August at an annual rate of about DM45 billion there was no increase at all during September; this was mainly due however not so much to falling export demand but rather owing thereto that deliveries were made later than usual because producers were unable temporarily any longer completely to satisfy orders at former prices. 33: At first glance this may seem surprising since after all German exports continued until August even during this period very substantially despite rising world-wide prices; moreover exports still increased at an annual rate during August by DM8 billion alone - almost equivalent e.g., when viewed from this angle alone -to total export increases experienced throughout all of last year. 34: As far as actual export volumes are concerned however there was during recent months already no increase at all any longer - except perhaps perhaps very slight ones - nor did they rise further even during August. 35: There has thus been since July already no further increase at all despite rising world-wide prices; instead there has been since then a fall even when compared with previous months although no further rise was possible any longer either because deliveries were being made later than usual owing thereto that orders could no longer be satisfied entirely at former prices. 36: Since July thus exports have stagnated absolutely speaking despite rising prices - actually they have fallen slightly; consequently there has been since then no further increase at all any longer although exports still rose during August compared with July alone by DM8 billion because exports increased then even more substantially than usual due thereto that deliveries were made later than usual owing thereto that orders could no longer be satisfied entirely at former prices. 37: ## Foreign Trade Deficit 38: As far as imports are concerned it was only during recent months that they began increasing more rapidly than before; while until August they rose annually by DM23 billion alone they rose thereafter by DM26 billion within three months alone. Even if allowance is made however for seasonal factors still remains a substantial acceleration which can be attributed primarily thereto that producers were forced due thereto that they had difficulties satisfying orders because deliveries were being made later than usual also themselves temporarily substantially increasing imports - e.g., raw materials -in order themselves better satisfy orders. 39: While until August imports thus rose only moderately annually by DM23 billion alone they rose thereafter within three months alone by DM26 billion; even if allowance is made however for seasonal factors still remains here too an acceleration which can be attributed primarily thereto that producers were forced due thereto that they had difficulties satisfying orders because deliveries were being made later than usual also themselves temporarily substantially increasing imports e.g., raw materials-in order themselves better satisfy orders. 40: Consequently imports too now show an acceleration similar thereto which has occurred recently also on export markets; accordingly there has been recently also on import markets an acceleration similar thereto which has occurred recently also on export markets; accordingly there has been recently also here no substantial improvement compared with previous months although imports rose within September alone by DM10 billion compared with August alone - almost equivalent e.g., when viewed from this angle alone -to total import increases experienced throughout all of last year. 41: As far as actual import volumes are concerned however there has been recently actually no increase at all any longer whereas previously there had been considerable increases again even recently only slight ones whereas previously there had been considerable increases again; 42: consequently imports too now show recently a stagnation similar thereto which has occurred recently also on export markets; accordingly there has been recently also here no substantial improvement compared with previous months although imports rose within September alone by DM10 billion compared with August alone almost equivalent e.g., when viewed from this angle alone-to total import increases experienced throughout all of last year. 43: In contrast with exports thus imports too stagnate absolutely speaking despite rising world-wide pricesalthough still only slightly-and consequently they show recently too no substantial improvement compared with previous months although they rose within September alone by DM10 billion compared with August alone almost equivalent e.g., when viewed from this angle alone-to total import increases experienced throughout all of last year. 44: ## Increase in Foreign Trade Deficit 45: Since July thus both exports as well as imports stagnate absolutely speaking despite rising world-wide prices; consequently both foreign trade balance as well as foreign trade deficit show since then no improvement any longer although they deteriorated somewhat only within September itself owing mainly thereto that deliveries were being made later than usual because producers were unable temporarily any longer completely satisfy orders at former prices; correspondingly both foreign trade balance as well as foreign trade deficit worsened then only slightly within September itself because deliveries were being made later than usual owing thereto that producers were unable temporarily any longer completely satisfy orders at former prices although both showed since July no improvement any longer either. 46: This development could be expected easily already since July because ever since then industrial production has shown a definite decline while demand abroad continued nevertheless rising rapidly although more slowly than previously due mainly thereto that demand abroad increased more slowly itself since then while demand here continued rising relatively rapidly albeit less so than previously due mainly thereto that demand here too increased more slowly itself since then while demand abroad continued rising relatively rapidly albeit less so than previously although production declined ever since July easily already since July because ever since then industrial production has shown a definite decline while demand abroad continued nevertheless rising rapidly although more slowly than previously due mainly thereto that demand abroad increased more slowly itself since then while demand here continued rising relatively rapidly albeit less so than previously due mainly thereto that demand here too increased more slowly itself since then while demand abroad continued rising relatively rapidly albeit less so than previously. 47: The situation would probably have improved somewhat already had there not occurred recently besides growing difficulties satisfying export orders also growing difficulties satisfying import requirements. Accordingly it would probably have been possible already if producers here had not themselves begun raising their own prices rapidly recently due thereto that they encountered growing difficulties satisfying import requirements also gradually increasingly raising their own prices rapidly -which would probably have been possible already if producers here had not themselves begun raising their own prices rapidly recently due thereto that they encountered growing difficulties satisfying import requirementsalso gradually increasingly raising their own prices rapidly-as well-since July easily already since July because ever since then industrial production has shown a definite decline while demand abroad continued nevertheless rising rapidly although more slowly than previously due mainly thereto that demand abroad increased more slowly itself since then while demand here continued rising relatively rapidly albeit less so than previously due mainly thereto that demand here too increased more slowly itself since then while demand abroad continued rising relatively rapidly albeit less so than previouslyalthough production declined ever since July easily already since July because ever since then industrial production has shown a definite decline while demand abroad continued nevertheless rising rapidly although more slowly than previously due mainly thereto that demand abroad increased more slowly itself since then while demand here continued rising relatively rapidly albeit less so than previously due mainly thereto that demand here too increased more slowly itself since then while demand abroad continued rising relatively rapidly albeit less so than previously- 48: simultaneously reducing somewhat foreign trade deficit at least until such time when producers had once again managed better satisfy orders without having meanwhile raised their own prices substantially again meanwhile reducing somewhat foreign trade deficit simultaneously reducing somewhat foreign trade deficit at least until such time when producers had once again managed better satisfy orders without having meanwhile raised their own prices substantially again- 49: ## Rising Inflationary Tendencies 50: Since June
